(1) These Regulations may be cited as the Traffic (Amendment) Regulations, 2019. Amendment of regulation 3 of the Traffic Regulations (2017 Revision) - registration plates and coupons 2. The Traffic Regulations (2017 Revision), in these Regulations referred to as the \u201cprincipal Regulations\u201d are amended in regulation 3 as follows \u2014 (a) in the marginal note, by deleting the word \u201ccoupons\u201d and inserting the words \u201cvehicle licences (coupons)\u201d; and (b) in papragraph (2), by deleting the word \u201ccoupons\u201d and substituting the words \u201cvehicle licences (coupons)\u201d.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_3\", \"num\": \"3.\", \"text\": \"Amendment of regulation 5 - display of plates 3. Revision)\nTRAFFIC (AMENDMENT) REGULATIONS, 2019\n(SL 19 of 2019)\nIn exercise of the powers conferred by sections 22, 44, 56, 66 and 142 of the Traffic Law,\n2011 the Cabinet makes the following Regulations \u2014\n1.\nCitation and commencement\n1.\n(1) These Regulations may be cited as the Traffic (Amendment) Regulations,\n2019.\n(2) These Regulations shall come into force immediately after the commencement\nof the Traffic (Amendment) Law, 2018.\n2.\nAmendment of regulation 3 of the Traffic Regulations (2017 Revision) -\nregistration plates and coupons\n2.\nThe Traffic Regulations (2017 Revision), in these Regulations referred to as the\n\u201cprincipal Regulations\u201d are amended in regulation 3 as follows \u2014\n(a) in the marginal note, by deleting the word \u201ccoupons\u201d and inserting the words\n\u201cvehicle licences (coupons)\u201d; and\n(b) in papragraph (2), by deleting the word \u201ccoupons\u201d and substituting the words\n\u201cvehicle licences (coupons)\u201d.\n3.\nAmendment of regulation 5 - display of plates\n3.\nThe principal Regulations are amended in regulation 5 by deleting paragraph (1)(a)\nand substituting the following subparagraph \u2014\n\nRegulation 4\nTraffic (Amendment) Regulations, 2019\n\nPage 6\nSL 19 of 2019\nc\n\n\u201c(a) fails to \u2014\n(i)\ndisplay on a vehicle licence (coupon) on the top center of\nthe front windscreen of the vehicle or in a location\nspecified by the Director, so that it is visible at all times;\nor\n(ii) where no front windscreen is fitted to the vehicle, keep\nthe vehicle licence (coupon) within the vehicle or in a\nlocation specified by the Director; or\u201d.\n4.\nAmendment of regulation 6 - age qualifications\n4.\nThe principal Regulations are amended in regulation 6(1) as follows \u2014\n(a)\nin subparagraph (b)(i), by deleting the word \u201cor\u201d where it appears after\nthe semi-colon;\n(b) in subparagraph (b)(ii), by deleting the word \u201cand\u201d where it appears after\nthe semi-colon and substituting the word \u201cor\u201d;\n(c)\nby inserting after subparagraph (b)(ii) the following \u2014\n\u201c(iii) drive\nor\ntow\nany\nvehicle\nspecified\nin\nsubparagraph (a); and\u201d;\n(d) in subparagraph (c)(i), by deleting the word \u201cor\u201d where it appears after\nthe semi-colon;\n(e)\nin subparagraph (c)(ii), by deleting the full stop and substituting the word\n\u201c; or\u201d; and\n(f)\nby inserting after subparagraph (c)(ii) the following \u2014\n\u201c(iii) drive\nor\ntow\nany\nvehicle\nspecified\nin\nsubparagraph (a) or (b).\u201d.\n5.\nAmendment of regulation 19 - speedometers\n5.\nThe principal Regulations are amended in regulation 19 as follows \u2014\n(a)\nin the marginal note, by adding after the word \u201cSpeedometers\u201d the words\n\u201cand odometers\u201d;\n(b) by renumbering regulation 19 as regulation 19(1); and\n(c)\nby inserting the after regulation 19(1) the following paragraph \u2014\n\u201c(2) A person who tampers with the mechanisms that control or affect\nthe odometer\u2019s reading or log of distance travelled by a vehicle\ncommits an offence.\u201d.\n\nTraffic (Amendment) Regulations, 2019\nRegulation 6\n\nc\nSL 19 of 2019\nPage 7\n\n6.\nAmendment of regulation 27 - fees for inspection, registration and\nlicensing\n6.\nThe principal Regulations are amended in regulation 27 as follows \u2014\n(a)\nin paragraph (3) \u2014\n(i)\nby inserting after the item and fee relating to \u201cTrade plates, one pair\n(per quarter)\u201d the following item and fee \u2014\n\n(ii) by inserting after the item and fee relating to \u201cReplacement of\nexhibition plates (motorcycles, mopeds and scooters) the following\nitem and fee \u2014\n\n(iii) by deleting the item and fee relating to \u201cProcessing fee\n(termination, suspension and transfer of vehicle) and substituting\nthe following items and fees vehicle not exceeding\n10,000 lbs maximum gross weight\n1,100\nSpecial vehicle exceeding 10,000\nlbs but not exceeding 66,000 lbs\nmaximum gross weight\n1,500\nSpecial vehicle exceeding 66,000\nlbs maximum gross weight\n2,100\nOversize vehicle\n1,000\nOversize truck exceeding either\n66,000 lbs maximum gross weight,\n8 feet and 6 inches overall width or\n40 feet overall length\n2,100\nOversize trailer exceeding either\n66,000 lbs maximum gross weight,\n8 feet and 6 inches overall width or\n40 feet overall length\n2,100\nRoad\nmaintenance\nequipment\n(includes graders, rollers, pavers,\ntrenchers) for Government\nFree\nOversize vehicle or special vehicle\nfor enforcement use by the Police or\nGovernment\nFree\nFor single movement of Oversize\n\nTraffic (Amendment) Regulations, 2019\nRegulation 7\n\nc\nSL 19 of 2019\nPage 21\n\nand Special Vehicle \u2014\nPermit (without Police escort)\n200\nPermit (with Police escort), per\nman-hour (minimum one man-hour)\n100\nInvalid carriage\nFree\u201d.\n7.\nAmendment of Schedule 1 - prescribed forms\n7.\nThe principal Regulations are amended in Schedule 1 as follows \u2014\n(a)\nin Form T.R. 4 \u2014\n(i)\nby deleting the word \u201ctravelling\u201d where it appears in that form;\n(ii) in paragraphs (h)(v) and (vi) and (j)(iii) and (iv) \u2014\n(A) by deleting the words \u201c60,000 lbs\u201d and substituting the words\n\u201c66,000 lbs\u201d; and\n(B) by deleting the words \u201c8 feet\u201d and substituting the words \u201c8\nfeet and 6 inches\u201d;\n(iii) by deleting the full stop at the end of paragraph (l); and\n(iv) by inserting after paragraph (l) the following paragraph \u2014\n\u201c(m) Pedal Cycles (exceeding 250 watts or exceeding 15 mph\n(maximum travelling speed)) \u2014\n(i)\nrental\n(ii) private use.\u201d; and\n(b) in Form T.R. 11 by deleting the words \u201cper quarter\u201d and \u201c$352\u201d.\n8.\nAmendment of Schedule 2 - registration
